The Fourth Industrial Revolution, driven by the high-level integration of digital, physical, and biological systems, along with the breakthroughs of the Internet of Things and Artificial Intelligence, is fundamentally changing the world's production landscape, directly impacting all fields from natural sciences to social sciences and humanities.
Directive by the Decision No. 16/CT-TTg dated May 4, 2017, by the Prime Minister of the Government, regarding strengthening the capacity to access the Fourth Industrial Revolution, has requested the implementation of "connecting the Vietnamese scientific and technological community abroad and the community within the country... while minimizing the negative impacts of the Fourth Industrial Revolution on Vietnam." The establishment of the Institute of Development Philosophy aims to meet the aforementioned directives and the monitoring concerns of the community.
Accordingly, the Institute of Development Philosophy, under the Vietnam Union of Science and Technology Associations, is a scientific and technological organization operating according to the Law on Science and Technology of 2013. It was established by Decision No. 307/QD-LHHVN dated April 4, 2018, of the Vietnam Union of Science and Technology Associations. The Ministry of Science and Technology has granted a certificate of registration for scientific and technological activities to the Institute of Development Philosophy with Decision No. A-1900 dated April 12, 2018.
Research activities and the application of development philosophy at the institute have been directed by the managing authority towards specific areas: fundamental scientific research, applied research, research and application of development philosophy in scientific and technological fields, socio-economic fields, and daily life. Additionally, the Institute of Development Philosophy must also carry out the transfer of scientific technology and engineering of research products related to development philosophy, conduct training, workshops, training courses, publishing, communication, information dissemination, scientific exchange, and consulting related to development philosophy.
Furthermore, the Institute of Development Philosophy has the function of gathering scientists both within and outside the country to conduct research, training, consulting, application, and work related to development philosophy.
The President of the Vietnam Union of Science and Technology Associations has also made a decision to appoint the leadership of the Institute of Development Philosophy. Dr. Nguyen Huu Thanh has been appointed as the Director of the Institute of Development Philosophy.
